In  1985, the State adopted legislation authorizing local agencies, such as  Contra Costa County, to make Mortgage Credit Certificates (MCCs)  available in California. Contra Costa County MCC authority can be used  in all cities as well as the unincorporated areas of the County. The  Contra Costa County Community Development Department will administer  the program. &lt;/p&gt;&lt;br /&gt;&lt;h3&gt;&lt;strong&gt;What is an MCC? &lt;/strong&gt;&lt;/h3&gt;&lt;br /&gt;&lt;p&gt;The  MCC Program is a homebuyer assistance program. The MCC provides  qualified first time homebuyers with a federal income tax credit.  Income tax credits reduce an individual's tax payment(s) by an amount  equal to the credit. Under the MCC program, the maximum tax credit  available is equal to 20 percent of the annual interest paid on the  borrower's mortgage. By reducing the borrower's federal tax liability,  the tax credit essentially provides additional income which can be used  for mortgage payments. &lt;/p&gt;&lt;br /&gt;&lt;h3&gt;&lt;strong&gt;How does the MCC reduce your taxes? &lt;/strong&gt;&lt;/h3&gt;&lt;br /&gt;&lt;p&gt;In  the example given in Table 1, a borrower with a 7.5 percent fixed rate  30-year mortgage of $150,000 would make $11,203 in interest payments  during the first year of the mortgage.1 Under normal circumstances, the  borrower deducts 80 percent of that interest ($8,962 in our  example)-along with other allowable deductions-from his total gross  income in order to figure the &amp;quot;adjusted gross income&amp;quot; used to calculate  his/her total tax liability. After the borrower has calculated the  total tax liability, under the MCC program the remaining 20 percent of  the interest ($2,241 in our example) is also deducted from his/her  total tax liability. If this subtraction results in a negative  number-in other words, if the borrower is unable to use the entire MCC  tax credit in this particular tax year-the credit may be carried  forward and used, up to three calendar years in the future. The  borrower may consider adjusting his/her federal income tax withholding  (W-4) so as to benefit on a monthly basis for the MCC. Lenders  process the underlying mortgage using standard procedures, with  adjustments to those procedures as needed to satisfy the MCC  requirements. The lender is responsible for underwriting and execution  of required State and federal certifications and affidavits. The County  reviews executed certifications and affidavits from the lender in order  to determine qualification and eligibility of the MCC applicant. &lt;/p&gt;&lt;br /&gt;&lt;h3&gt;&lt;strong&gt;May an MCC be used with a re-financed loan or to assume an existing mortgage?&lt;/strong&gt;&lt;/h3&gt;&lt;br /&gt;&lt;p&gt;An MCC cannot be issued to a homeowner who is refinancing     an existing mortgage or to an applicant desiring to assume an existing mortgage     unless (1) the mortgage is held by a current MCC holder and (2) the sales price     of the house being sold falls under the sales price maximum for the program.     In all other cases, only new, first mortgages are eligible for MCC participation. &lt;/p&gt;&lt;br /&gt;&lt;p&gt;Loans with an MCC attached to them can be refinanced     once and the MCC can be reissued. If the refinance loan is then refinanced,     the homeowner loses the MCC. The RMCC can be done directly with the homeowner     without involving the lender. There are no restrictions regarding the amount     that can be refinanced. The fee for an RMCC is non-refundable $200. &lt;a href="http://www.ccreach.org/ccc_publicFinance/RMCC%20Letter%207-07.pdf" target="_blank"&gt;RMCC     Letter&lt;/a&gt;, &lt;a href="http://www.ccreach.org/ccc_publicFinance/RMCC%20Appl%207-07.doc" target="_blank"&gt;RMCC Application&lt;/a&gt;, &lt;a href="http://www.ccreach.org/ccc_publicFinance/RMCC%20Certifications%207-07.doc" target="_blank"&gt;RMCC Certifications&lt;/a&gt;, &lt;a href="http://www.ccreach.org/ccc_publicFinance/RMCC%20Appl%20Checklist%207-07.doc" target="_blank"&gt;RMCC Application     Checklist&lt;/a&gt;&lt;/p&gt;&lt;br /&gt;&lt;h3&gt;&lt;strong&gt;How many MCCs will be available under the program? &lt;/strong&gt;&lt;/h3&gt;&lt;br /&gt;&lt;p&gt;The number of MCCs available depends on the amount of issuing authority for which the jurisdiction applies. &lt;/p&gt;&lt;br /&gt;&lt;h3&gt;&lt;strong&gt;Potential for recapture of portion of the tax credit if home is sold within the first nine years after purchase. &lt;/strong&gt;&lt;/h3&gt;&lt;br /&gt;&lt;p&gt;In  order to discourage individuals from buying a home primarily to benefit  from the tax credit and short term appreciation potential, the federal  government has initiated a recapture of a portion of the tax credit if  a home is sold within the first nine years after purchase. Certain  conditions must exist for the recapture to take effect. The County MCC  staff and your lender can outline the specifics of this recapture  program at the time of your application. &lt;/p&gt;&lt;br /&gt;&lt;h3&gt;&lt;strong&gt;APPLICATION AND ELIGIBILITY REQUIREMENTS FOR MCC PROGRAM&lt;/strong&gt;&lt;/h3&gt;&lt;br /&gt;&lt;p&gt;The Contra Costa County MCC Program eligibility requirements are as follows: &lt;/p&gt;&lt;br /&gt;&lt;ul&gt;&lt;br /&gt;  &lt;li&gt;MCCs will be available only to &amp;quot;first-time homebuyers&amp;quot;, (i.e. not owning       a home within the past three years).&lt;/li&gt;&lt;br /&gt;  &lt;li&gt; As first-time homebuyers complete their normal loan application process  with a participating lending institution, their mortgage lenders will  prepare MCC applications and forward them to the County. The County  will then issue MCCs on a first-come, first-served basis according to  when the initial application is received by the County. County staff  requires 5-7 days for application review and processing. &lt;/li&gt;&lt;br /&gt;  &lt;li&gt; Applicants may buy a residence only for their own occupancy, not for  rental or reinvestment. Occupancy as &amp;quot;principal residence&amp;quot; must be  within 60 days of the close of escrow. &lt;/li&gt;&lt;br /&gt;  &lt;li&gt; Applicants must pay a &lt;strong&gt;non-refundable&lt;/strong&gt; application fee of $200 at the time the lender applies to the County on their behalf. &lt;/li&gt;&lt;br /&gt;  &lt;li&gt; The MCC can be used when buying a new home with a maximum purchase price       of &lt;strong&gt;$629,005, ($768,784 in Target Areas)&lt;/strong&gt; or an existing home       with a purchase price that does not exceed &lt;strong&gt;$619,381 ($757,021 in Target       Areas)&lt;/strong&gt;. &lt;/li&gt;&lt;br /&gt;  &lt;li&gt; MCCs can only be transferred in cases where the home is being sold to  another eligible MCC applicant. In such a case, all MCC requirements &lt;strong&gt;must&lt;/strong&gt; be met and the mortgage &lt;strong&gt;must be assumed&lt;/strong&gt; for the transfer to occur.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;&lt;br /&gt;&lt;/ul&gt;&lt;br /&gt;&lt;p align="center"&gt;Until Next time Here is to your success! There is no blue print to a marketing plan but many say that in order to increase your efficiency in business you should have at least seven different sources that consistently provide your business with traffic, leads and ultimately sales. You MUST also have a great retention plan to stay in touch with clients and business partners. I would like to share several sources that have proven to me over time to be very valuable in creating leads and keeping them in your pipeline.&lt;/p&gt;&lt;br /&gt;  &lt;li&gt;&lt;strong&gt;Face to Face Networking&lt;/strong&gt; - Many avoid this but it is by far the best way to grow just about any business. Great organizations like &lt;a href="http://www.bni.com/" target="_blank"&gt;BNI&lt;/a&gt; and your local Chamber of Commerce will get you in front of people that can turn into business partners.&lt;br /&gt;  &lt;li&gt;&lt;strong&gt;Fancy Fliers&lt;/strong&gt; - there are several creative sources like &lt;a href="http://budurl.com/CrazyMillions" target="_blank"&gt;Crazy Millions&lt;/a&gt; that provide unique fliers that people hold on to. We average a 3% to 5% call return from this source.&lt;br /&gt;  &lt;li&gt;&lt;strong&gt;Online Lead Sources&lt;/strong&gt; - Can't find enough leads? You can buy them online cheap. Sources like Reference USA are free and Info USA is very affordable. Depending on what you are selling, it is likely you can find leads online.&lt;br /&gt;  &lt;li&gt;&lt;strong&gt;Online Social Networking&lt;/strong&gt; - Any business owner that is not turning leads from Facebook, LinkedIN and other networking sites are completely missing the boat. Make friends and make an appointment!&lt;br /&gt;  &lt;li&gt;&lt;strong&gt;Making the Calls!&lt;/strong&gt; - This is the part that many business owners dread. You can create a Phone Zone group or use a service like CitaLink that will have you making 100 calls in an hours time.&lt;br /&gt;  &lt;li&gt;&lt;strong&gt;Staying in Touch&lt;/strong&gt; -with clients and customers that are just not ready to buy or partner with you is crucial. Do you know about financial literacy and investing? Are you well versed in Stock Options and Real Estate Opportunities that are available to anyone in today's market?&lt;br /&gt;  &lt;li&gt;&lt;strong&gt;Evaluate your activities every day!&lt;/strong&gt; Without evaluation you will never learn what NOT to do. At the end of every day ask yourself. What did I learn today? What did I do today to make my situation better? They each have the ability  to affect mortgage rates. Many scramble around doing whatever it takes to get the perfect gifts for those they care about. This year many are holding on to all the cash they have and worried about what is to come in 2009. I take this time to reflect on the year past and plan for the next year ahead. Of course the most important part of this time of year is to spend quality time with your family and friends. Once the feasts are over and the family goes home you should really take some extra time out to plan for your success in 2009. Here are some of the main activities that will help you grow next year.&lt;br /&gt;&lt;ul&gt;&lt;br /&gt;  &lt;li&gt;Get a coach or a mentor! Find someone that has exactly what you want and ask to interview them. Find out what they do different and do exactly what they do. Success leaves clues and if you find a good quality model or mentor and do just what they do, shouldn't you have a similar result?&lt;br /&gt;  &lt;li&gt;Do a consistent monthly budget! You NEED a budget if you want to succeed. How will you know how to get where you need to be if you don't know where you are now! I would love to share my personal budget plan with anyone that would use it. It will change your business. If you don't have a budget you don't have a business!&lt;br /&gt;  &lt;li&gt;Make a plan!! Those that fail to plan always plan to fail! Write down your goals give a time line for yourself and work backward to achieve what you want. Take massive action toward your specific goals and you will get them. This endeavor was a lot of work but absolutely paid off. It is no secret that almost everyone is worried and shaken by what is happening today in America.  People are more worried today about their finances, their pensions and retirement than ever.  Unfortunately there is no such thing as JOB security any longer!  The other day I was speaking with a friend of mine that I had not seen for quite some time.  He had just graduated early last summer and over the course of 4 years and $80,000 later he graduated from a reputable southern CA college and has had NO luck getting a job. This, of course, re-ignited the discussion of what Bank of America will do with Countrywide’s three business channels: retail, wholesale, and correspondent. Generally speaking, retail is viewed as “the surest thing”, but there are definitely reasons for BofA to keep the other two channels in one form or another. &lt;br /&gt;&lt;br /&gt;&lt;p&gt;FNMA/Fannie/Fannie Mae’s 1st quarter results showed a loss of $2.2 billion, considerably worse than consensus estimates. Where did the loss come from? Many think that Fannie Mae only is involved in prime mortgages, but 43.0%, or $946 million, of the $2.2 billion in losses incurred during the first quarter involved Alt-A loans. Huh?</title><content type='html'>Do Down Payment Assistance Programs exist? Loan agents will know more about this than I could ever put in a few sentences, but a true DAP is like Nehemiah where they “gift” the borrower all the down payment funds in return for charging the seller a fee. These work almost exclusively with FHA loans. However, DAP’s are often lumped in with “community 2nd” types of programs, whereby various cities and counties across the US offer a wide range of products that are virtually impossible to track from a corporate stand point, since they “run in and out of money” all year long. Here in California, for example, one of the most popular is the CHDAP which is a CHFA 3% “silent 2nd” that works out very well for the borrower. Or the ACCESS purchase money 2nd program, which is administered by the National Homeownership Fund. When wouldn’t this be the case? Federal Reserve Chairman Ben S. Bernanke signaled the U.S. central bank is prepared to lower interest rates again even amid signs of accelerating inflation. Bernanke's remarks may reinforce investors' expectations that the central bank will lower interest rates further to help a faltering economy. Durable Goods fell 5.3%, New Home Sales fell last month to the lowest level since 1995 in spite of price declines. The odds favor another 50 basis point cut in overnight rates at the March 18th FOMC meeting. &lt;br /&gt;&lt;br /&gt;&lt;p&gt;What is the market up to today? GDP came out – unrevised at +.6% for the 4th quarter. That, and the Jobless Claims number (Initial claims jumped by 19,000, to 373,000 from an upward-revised 354,000 reported last week), has sent the yield on the 10-yr down to the low 3.70’s again, and mortgage prices are better by .375-.750, depending on the coupon. Today is Round 2 for Bernanke as he testifies before the Senate on the last day of his semi-annual policy presentation to Congress, and we also have Freddie Mac’s fourth quarter results today &lt;/p&gt;&lt;br /&gt;&lt;p&gt;Did you hear the one about the young man who was asleep on Monday morning and his mother came in and woke him? &amp;quot;Son you need to get up and go to school&amp;quot;. Generally speaking, companies saw applications and locks ramping up in January and early February. Now, unfortunately, locks appear to be down, while extensions and renegotiations are consuming locks desks around the country. Loan agents are getting a “triple whammy”: not only have rates shot up, and a good portion of borrowers still not able to meet guideline or equity requirements, but the long-awaited maximum loan limit changes seem to have disappointed many. (Mortgages are worse by about .125 this morning.) The only news out today – Existing Home Sales – is not expected to move rates, but there is quite a bit of news coming out later this week. Tomorrow we will see the Labor Department's Producer Price Index (PPI) for January. It measures inflationary pressures at the producer level of the economy, one of the reasons why rates are as high as they are: fears of inflation. It is expected to show an increase of 0.3% in the overall reading and a 0.2% rise in the core data. Also tomorrow morning is the release of February’s Consumer Confidence Index, expected to show a decline in confidence from 87.9 in January to 82.5 this month. Wednesday we’ll have Durable Goods, expected -4.0%, and then Thursday we have the first of two revisions to the 4th Quarter GDP. Old news? Perhaps. Analysts’ forecasts currently call for a 0.8% reading, indicating that the economy was a little stronger in the last quarter of the year than initially thought. Lastly, on Friday we have Personal Income &amp;amp; Consumption, and the University of Michigan’s Consumer Sentiment Survey. Can the economy really support higher rates when retailers like The Sharper Image and Lillian Vernon have declared bankruptcy? Or a city here in the San Francisco Bay Area (Vallejo) makes the headlines for being near bankruptcy? Thus the belief that although there will be blips up, the general trend in rates is lower – at least US Government-backed rates. As housing prices continue to decline, food and energy prices continue to rise, and as consumer confidence continues to wane, look for more retailers’ profits to decline after a mediocre Christmas season. The University of Michigan Consumer Sentiment Index fell to a 16-year low last week. And the ability of borrowers to qualify, use their HELOC’s, or borrow in general has declined, while at the same time investors are demanding more and more for their risk pushing long-term yields up. Something needs to be done in order to protect the consumer. The credit bureaus truly do have too much latitude in more ways than one &lt;/p&gt;An agent wrote,  &amp;ldquo;I pulled credit, over the weekend, with no phone numbers or data listed other  than name, social &amp;amp; address, and my client has since received 3 phone calls  from various lending institutions stating that he recently had his credit  pulled and they can offer better rates. My client was furious&amp;hellip;&amp;rdquo; Federal Trade  Commission Chairman Deborah Platt Majoras says her agency has done a credible  job regulating the Big Three credit bureaus. &lt;u&gt;But there is criticism that the  FTC has given Experian, Equifax and TransUnion too much latitude to profit from  the sale of credit data to lenders and consumers&lt;/u&gt;, especially since federal  agencies, that are supposed to be looking out for the consumer, are really  protecting the companies that do bad things the agencies were set up to  prevent. In February, the National Association of Mortgage Brokers criticized  the FTC for giving the credit bureaus tacit approval to keep selling listings  containing personal and financial data of prospective borrowers. Some  unscrupulous lenders used trigger lists to contact people who recently filled  out a loan application, and then pitched them alternative mortgages. Most  applicants never knew the bureaus were placing them on trigger lists and were  surprised to be deluged by phone calls and e-mails. Now is a great time to invest in the oil markets.  Now more than ever is the time to get off the fence if you are a buyer and lock in a rate for at least 7 to 10 years. These impatient investors often make one common mistake: They  learn a few tricks and think success will follow instantly.&lt;br /&gt;&lt;br /&gt;Another common mistake is seeing the instant success of someone else and  believing you'll have the same results. In reality, this rarely, if ever,  happens. These people may have had a good plan, but face failure because they  didn't give the required effort necessary to achieve the goal.&lt;br /&gt;&lt;p&gt;It takes a lot of work to achieve long-term success in real estate, which is  why so few accomplish it on a grand scale.&lt;br /&gt;&lt;br /&gt; Start  with lofty, but reasonable goals&lt;br /&gt;&lt;br /&gt; Thinking  big is great, but I cringe when I hear someone say, "I want to make a  million dollars in real estate in my first year." Everyone loves a  dreamer, but there's a fine line between dreams and delusions!&lt;br /&gt;&lt;br /&gt; Someone who earns $50,000 a year and has no prior experience investing in real  estate probably wouldn't make that kind of money by next Christmas.&lt;br /&gt;&lt;/p&gt;&lt;p&gt;What kinds of expectations are realistic for a beginner? The best approach is  to &lt;strong&gt;set short-term, intermediate, and long-term goals&lt;/strong&gt;. Be sure your goals  are &lt;strong&gt;realistic, specific, and attainable&lt;/strong&gt;.&lt;br /&gt;&lt;/p&gt;&lt;p&gt;For example, your goals may look like this:&lt;br /&gt;&lt;br /&gt; Fifteen-year goal: Retire with $10,000  in passive income per month, inflation-adjusted. This may require between $3  million and $4 million in free-and-clear rental real estate.&lt;/p&gt;&lt;p&gt;Five-year goal:  Acquire between $3 million and $4 million in real estate in steadily  appreciating areas. Buy, fix, and flip five properties per year at an average  profit of $20,000 to replace current income.&lt;br /&gt;&lt;/p&gt;&lt;p&gt;One-year goal: Wholesale two or three  properties, buy, fix, and flip (retail) two properties and acquire three rental  properties to keep long term.&lt;/p&gt;Six-month goal: Buy one rental property  and do two or three wholesale flips.&lt;br /&gt;&lt;p&gt;Be as  specific as possible&lt;br /&gt;&lt;br /&gt; . . and take  time to do the math. For example, if your goal is to retire within fifteen  years, how much income will you need to attain that goal? If you need $10,000  per month, will that require owning and collecting rent on five houses? Ten  houses?&lt;br /&gt;&lt;br /&gt; Will you be managing that property? If you pay a manager, how will that affect  your bottom line? If you need $10,000 in today's money, what will that amount  be worth adjusted for inflation? The more diligently you put the pen to paper  (or the fingers to the keyboard), the better prepared you'll be.&lt;br /&gt;&lt;br /&gt; To avoid setting yourself up for certain disappointment and possible financial  disaster, you must forget the dream of becoming an overnight millionaire.  Instead, &lt;strong&gt;focus on the slow-and-steady route&lt;/strong&gt;, aiming to accumulate wealth  one small step at a time, one deal at a time.&lt;br /&gt;&lt;/p&gt;&lt;p&gt;And, of course, seek help along the way from qualified experts who are active  in the business.
